Confidential Communication From: Mei-Lin Chen, Director of Human Resources, Leonis Base To: Ernesto Garza, Regional Director, Tal Sharnis Bureau Subject: New Personnel for Tal Sharnis Bureau Dear Regional Director Garza, I’m writing to inform you that we are transferring to your command one Junior Special Agent Concordia Bly, previously attached to the Department of Research & Development on Leonis Base. Agent Bly is an expert on interdimensional portal technology and interdimensional rifts. She’s a rising star in the R&D department, but she’s young and has requested to put in some time as a field agent and personally field-test her ideas and projects. Her superiors in R&D have agreed, and they think Tal Sharnis is the perfect place for her to do it, given the high level of unusual interdimensional activity you deal with there. Agent Bly will be under your command but officially reporting back to Leonis Base R&D as well. As per usual, my people will contact your people regarding the logistics of her transportation to Tal Sharnis. While I’m writing, I also wanted to update you on the status of your recent request to have a psychologist added to your staff. The request has been approved, and I may have some good news for you. Would you believe, I might be able to get you one of the three highest-rated psychological counselors in our whole personnel database? And not only that, she’s also one of the three top-rated interrogators. I don’t mean just here on Leonis Base – she's actually one of the top-rated counselors and one of the top-rated interrogators in the entire Reality Patrol at present. Some kind of really advanced telepath, according to her file. Her name is Dr. Bianca Devere. I don’t have all the details yet, there’s a lot of stuff in her file that’s so highly classified I haven’t been able to get access to it. Anyway, believe it or not, you might be able to have her in the Tal Sharnis Bureau. She’s been stationed on Denebola Base for her entire career, it looks like, and I guess she’s tired of being out in deep space all the time because she’s been putting in requests for a transfer to any planet-side base where she can be useful. It’s not entirely clear whether Tal Sharnis counts as "planet-side," but I think we can make a case for it. You’re certainly on solid land instead of floating out in interstellar space. And Tal Sharnis has become an important enough location that I think if we play our cards right we could justify deploying an asset of Dr. Devere’s caliber there. The bad news is that I’m running into some unexpected red tape on this. Apparently, some of the top brass don’t want her transferred off Denebola Base at all. That’s quite understandable. With her skill set, she must be an invaluable asset there. I’m not sure if there’s more too it than that. Like I said, most of her file is so highly classified that even I can’t get access. I do think that if we keep pushing on this, we can make it happen. After all, Dr. Devere herself wants the transfer, so I’m sure they’ll have to approve it eventually. It's not as if they can hold her on Denebola Base like a prisoner. I just wanted to warn you that this could take a little more time than the ordinary personnel request. We could get you someone lower-rated pretty quickly, but frankly, it’s probably worth some delay and red tape to get a top-rated asset like Dr. Devere on your staff. The above note from the Reality Patrol’s Human Resources Department, which serves as the 4th chapter of Insurgent Otherworld, was written and sent to Regional Director Garza a few months before the beginning of the webcomic and almost 28 years after “Bianca and the Wu-Hernandez.”
